Verses 1-5

David begins by describing the wicked and the origin of their sin. As corroborated in the New Testament (Romans 3 and Romans 5), sin begins as early as conception (Psalm 51:5).

This is because we are conceived and born with a sinful nature inherited from Adam. Categorically, all of us are “the wicked” until we repent and believe in Jesus, since we're all born with the sinful nature.

Verse 6-10

All of the wicked will be punished in what David calls a “living and burning wrath”.

The flames of God's wrath are living because they come from the very presence of God Himself.

But the righteous will have joy in seeing the judgment of God upon the wicked, and one could say that this is even part of our reward (Psalm 59:10, 54:7).

Practically, praise God for His justice rendered to the wicked, and for the relief that comes when the wicked are judged. But, like God, keep a love for all people(John 3:16), and wish for all people to come to repentance and salvation (2 Peter 3:9).
