Verses 1-21

The high priest, Ananias, the Jewish elders, and Tertullus, gave evidence against Paul that was based on false witness and gossip (Acts 21:28-29). And Paul knew this. He was confident that he had not done anything that broke Jewish law.

Verse 16. One of Paul's main goals was to live blamelessly, so that he could not be accused of any wrongdoing. This gave him confidence in his message, and protected him from all unnecessary harm.

Strive to live blamelessly, and understand that doing so will make your ministry more effective (1 Peter 2:12).

Verses 22-27

Felix delayed to make any decision concerning Paul, and this left him bound as a prisoner in waiting.

But, at the very least, Paul's confinement under Felix's command gave him the opportunity to share the gospel with Felix. Even though Paul had opportunity, for a long time, to speak only to Felix, he took full advantage of it, and it was effective.

Remember that you are where you need to be. And even if you feel limited, you can have a great impact if you are faithful to the opportunities or people who you do have around you.

Even if you only have one person you can share the gospel with, speak to that person diligently!
